Mr. Ahmet Tutal

Mr. Ahmet TUTAL is Vice-President of the ETDB, where he provides strategic leadership for the Bank’s credit operations, overseeing the development, appraisal, approval, and portfolio management of financing activities across its member countries. He assumed office on 1 November 2023 following his appointment by the Bank’s Board of Directors on 19 October 2023.

Mr. Tutal brings nearly two decades of leadership experience in development finance, public financial management, governance, and institutional oversight. Throughout his career, he has played a key role in strengthening financial accountability, enhancing governance frameworks, and ensuring the sound management of internationally financed development programmes.

Prior to joining ETDB, Mr. Tutal served at the Undersecretariat of Treasury and the Ministry of Treasury and Finance of the Republic of Türkiye, where he held progressively senior positions within the Board of Treasury Controllers, serving as Vice-Chairman from 2014 to 2019 and Chairman from 2019 to 2023. During this period, he also served as Head of the Audit Authority for the European Union’s Instrument for Pre-Accession Assistance (IPA) in Türkiye, leading the independent audit of EU-funded programmes in accordance with international auditing standards and European Commission requirements.

His professional experience includes oversight of projects financed by leading international financial institutions, including the World Bank, JICA, KfW Development Bank, IFAD, and the Islamic Development Bank. He has also led audits of Treasury-backed lending and guarantee schemes, public financial management, municipal finance, European Union financial assistance, and anti-money laundering. In addition, he served as a Member of the Board of Directors of Turkish State Railways Transport Corporation (TCDD Taşımacılık A.Ş.).

As Vice-President, Credit Operations, Mr. Tutal is responsible for ensuring that ETDB’s financing operations are aligned with the Bank’s strategic priorities while maintaining high standards of credit quality, prudent risk management, financial sustainability, and operational excellence. Working closely with shareholders, clients, development partners, and internal stakeholders, he contributes to mobilizing finance that supports sustainable economic development, regional cooperation, private sector growth, and infrastructure investment across the ECO region.

Mr. Tutal graduated from the Faculty of Political Sciences at İstanbul University in 2004 and earned a Master’s degree in Economics from the Poole College of Management at North Carolina State University, United States, in 2014.

Mr. Tutal brings to ETDB extensive expertise in development finance, governance, credit risk, and public financial management. His leadership supports the Bank’s commitment to prudent banking practices while advancing sustainable economic development and regional cooperation across its member countries.

Mr. Tutal is married and has two children.
